Stéphane Latouche is Chief Representative of Banque de France for Asia and Pacific, heading the Singapore office — the central bank's key hub for CBDC experimentation, digital finance, and fintech partnerships across the region. Since taking the role in 2023, he has overseen Banque de France's deepening collaboration with the Monetary Authority of Singapore (MAS) on wholesale cross-border CBDC initiatives, tokenised financial instruments, and digital asset regulatory frameworks. The Singapore office plays a central role in projects including the Eurosystem's wholesale CBDC platform Pontes, Project Mariana (automated cross-border CBDC exchange), and the GL1 Global Layer One initiative alongside MAS, Bank of England, and ECB. At Finweek KL 2026, Latouche brings the European central banking perspective directly to the ASEAN dialogue — bridging Banque de France's operational CBDC experience with the tokenisation and digital asset frameworks being shaped by Bank Negara Malaysia, SC Malaysia, and other ASEAN regulators.
